Bottom line: in Ecuador the connectivity decision is really an itinerary decision, and the itinerary usually contains Galapagos. Every visitor to the archipelago must hold a Transit Control Card (TCT) issued by the Galapagos Governing Council, costing USD 20 per trip, and must pay a separate protected areas entry tax that has been USD 200 for foreign tourists over 12 since 1 August 2024 (USD 100 under 12; USD 100 and USD 50 for nationals of Andean Community and Mercosur states; USD 30 for Ecuadorian residents). Tourist stays in the province are capped at 60 non-extendable days per year, counted from your first entry, and exceeding them triggers an administrative sanction process and possible expulsion. Both of those are paid and checked at Quito or Guayaquil airport before you board, which is precisely when you need a working connection and a card that will not be declined. On the mainland, buying a local prepaid line is legally possible for foreigners — ARCOTEL rules let a non resident register with a valid passport at 18 or over — but registration is mandatory under penalty of suspension, so it is a counter transaction, not a vending machine purchase. For a two week trip, install a travel eSIM before departure and treat the local SIM as optional.
This page was written from primary sources in September 2026: the Galapagos National Park Directorate, the Governing Council of the Special Regime of Galapagos, ARCOTEL (Ecuador’s telecommunications regulator) and the GSMA eSIM specification. It is not a price table. In Ecuador the things that actually derail a trip are the entry formalities of the archipelago, the registration rules for local lines, and the gap between Quito and the places you actually want to be.

1. Galapagos: two separate payments, both before you board
Travellers routinely confuse the two Galapagos charges. They are issued by different bodies, cost different amounts and are collected at different points.
- Transit Control Card (TCT) — USD 20. Issued by the Governing Council of the Special Regime of Galapagos under Article 44 of the LOREG. It is obligatory for anyone entering the province as a tourist or in transit, and must be presented both on entry and on exit. You obtain it at the Galapagos Governing Council desk at Quito or Guayaquil airport before checking in with your airline.
- Protected areas entry tax — USD 200 for foreign tourists over 12. Collected by the Galapagos National Park on arrival at Baltra or San Cristobal. The published schedule, in force since 1 August 2024, is USD 200 for foreign tourists over 12, USD 100 for foreign tourists under 12, USD 100 and USD 50 respectively for nationals of Andean Community or Mercosur countries who do not reside in Ecuador, and USD 30 for national tourists and foreign residents over 12.
The airport requirements list for the TCT is specific: valid national identity document or passport, a personal and non transferable return air ticket between the mainland and the province that does not exceed 60 days, payment of the USD 20 fee, and available tourist days. Between those steps there is also a baggage inspection by the Galapagos Biosecurity Agency to prevent the introduction of invasive species, both at the mainland airport and again at the docks when moving between inhabited islands.
You can speed this up with an online pre registration on the Governing Council’s site, which is worth doing the evening before the flight. That is a concrete reason to have data before you reach the airport rather than after.
2. The 60 day limit is a hard rule, and it is counted per year
A national or foreign tourist may enter Galapagos several times, up to a total of 60 non-extendable days in the year, counted from the date of first entry to the province. Each separate trip requires paying for a new Transit Control Card.
The consequence of exceeding it is stated plainly by the Governing Council: the tourist is considered to be in an irregular situation, an administrative sanction process is initiated, and where applicable the person is expelled from the province with the support of the National Police. The same source also notes that tourists may only visit protected natural areas and populated zones, and may not carry out any profit making activity there — which matters to remote workers who assume an island can double as an office.
3. Buying a local SIM: legal for foreigners, but it is a registration, not a purchase
Ecuador operates a subscriber registration regime for mobile lines. Under ARCOTEL’s rules, before a prepaid service is activated the provider must ensure full identification of the subscriber, recording at minimum the name and the national identity number or, for foreigners, the passport number. A foreign national can access the service by presenting a passport and being of legal age, which in Ecuador is 18. Registration of minors is prohibited.
Two details matter for a traveller. First, registration is not optional: all prepaid subscribers are obliged to have their data registered, under penalty of service suspension. Second, because activation depends on the operator validating your identity document, this happens at a staffed counter in an operator store — not at an airport kiosk in five minutes on a Sunday evening.
That is why the practical answer for a two week trip is a travel eSIM installed before departure. The local line is worth the effort only if you need an Ecuadorian number for domestic services, are staying for months, or expect very heavy data use.
4. What the network actually looks like on this itinerary
Ecuador’s radio spectrum is administered by ARCOTEL, which runs the public competitive process for the award of frequencies and publishes the state of each operator’s concessions. The practical shape for visitors is this: coverage on the mainland is concentrated on the Quito–Guayaquil–Cuenca corridor and the main highways, while the places most travellers actually come for — the cloud forest around Mindo, the Quilotoa loop, the upper Amazon lodges around Coca and Tena, and the outer Galapagos islands — are where a single network choice stops being adequate.
The implication for choosing an eSIM plan is not about speed labels. It is about how many Ecuadorian host networks the profile can attach to. On an itinerary that leaves the corridor, a plan tied to a single host operator will produce dead stretches that a multi network profile would not.
On the islands, expect the connection to behave like an island connection: usable in Puerto Ayora, Puerto Baquerizo Moreno and Puerto Villamil, and effectively absent on day tours to uninhabited visitor sites. Downloading maps, tickets and boarding passes before leaving the port town is the correct habit here regardless of which plan you bought.
5. Practical checklist, in the order that matters
- Confirm the handset supports eSIM and is carrier unlocked before you travel. Everything rests on the GSMA consumer Remote SIM Provisioning specification, and per model implementation is documented by the GSMA.
- Install the eSIM profile at home, on a stable connection. Install before departure, activate on arrival — that separation is what keeps you from depending on airport wireless.
- If Galapagos is on the itinerary, pre register the TCT online and budget USD 20 plus USD 200 per adult foreign visitor, on top of the flight.
- Check your remaining tourist days if you have already been to the province this year. The 60 day cap runs from your first entry, not from each trip.
- Only pursue a local prepaid line if you have time for a counter visit with your passport. Bring the physical passport, not a photograph of it.
FAQ
How much does it cost to enter Galapagos in 2026?
Two charges, separate from the flight. The Transit Control Card costs USD 20 per trip and is issued by the Galapagos Governing Council at Quito or Guayaquil airport. The protected areas entry tax, published by the Galapagos National Park and in force since 1 August 2024, is USD 200 for foreign tourists over 12, USD 100 for foreign tourists under 12, USD 100 and USD 50 for over and under 12 nationals of Andean Community or Mercosur countries not resident in Ecuador, and USD 30 for national tourists and foreign residents over 12.
Can a foreign visitor buy a prepaid SIM in Ecuador?
Yes. Under ARCOTEL’s subscriber rules, a foreign person may access the service by presenting a valid passport and being at least 18. The provider must fully identify the subscriber before activation, recording the passport number in place of a national identity number. Registration is mandatory for all prepaid subscribers, under penalty of service suspension, so plan for a visit to a staffed operator store rather than an instant purchase.
How long can I stay in Galapagos as a tourist?
Up to 60 non-extendable days in the year, counted from your first entry into the province, across as many separate visits as you like. Each visit requires a new Transit Control Card. Exceeding the limit puts you in an irregular situation, starts an administrative sanction process and can result in expulsion from the province with police support.
Do I need mobile data before I reach the airport?
It helps considerably. The TCT online pre registration, the return ticket check, the fee payment and the biosecurity inspection all happen at Quito or Guayaquil before you board the domestic flight. That is the part of the trip where a declined card or a missing booking reference costs you a day, and it is exactly when a travel eSIM installed at home is already working.
Will my eSIM work on the islands?
In the port towns — Puerto Ayora on Santa Cruz, Puerto Baquerizo Moreno on San Cristobal and Puerto Villamil on Isabela — yes, in the normal case. On day tours to uninhabited visitor sites and on crossings between islands, assume no coverage. Download maps, tickets and any documents you might need before leaving the town, whichever plan you are on.
Can I work remotely from Galapagos on a tourist entry?
The Governing Council states that tourists entering Galapagos may only visit the protected natural areas and populated zones, and may not carry out any profit making activity within them. Whatever the connection quality happens to be, the entry category is not designed for working, and the 60 day annual cap applies regardless.
