Bottom line: Iran is the one destination where an eSIM comparison is the wrong question. Iranian operators issue eSIM profiles only to holders of an Iranian national ID, so a foreign visitor cannot activate a local eSIM at all — the practical local option remains a passport-registered physical SIM bought on arrival. Above that sits a connectivity record no package can price around: Iran spent 4 months and 18 days between 8 January and 26 May 2026 under national internet shutdowns that at their deepest left connectivity at about 1% of normal, and the disruptions have not stopped — Georgia Tech’s IODA project recorded five country-level routing disruptions in the 30 days to 26 August 2026. What actually happened to Iran’s internet in 2026
Any advice about connectivity in Iran that does not start here is worthless. The sequence, as documented by network measurement organisations and academic researchers:
- 8 January 2026 — a nationwide shutdown began amid protests and a state crackdown. It severed international transit and the domestic National Information Network, and reached mobile data and SMS. IPv6 traffic was cut early, herding what remained onto older infrastructure that is easier to monitor.
- 11 January 2026 — satellite fallback was closed off too. Starlink terminals were first degraded by GPS jamming (reported packet loss around 30%, and up to 80% in some areas) and then shut down, as documented by researchers at Georgia Tech.
- 28 January 2026 — a partial relaxation, but on a whitelist model: only pre-approved sites reachable.
- 28 February – 26 May 2026 — a renewed near-total blackout. NetBlocks measured national connectivity at roughly 4% at the end of February and about 1% by 6 March. It ran for the best part of three months.
- 26 May 2026 — partial restoration following a presidential order, at reduced speeds and with censorship intact. Connectivity climbed back toward the mid-80s as a percentage of normal, with some regions still excluded and major messaging platforms still blocked.
The technical anatomy is set out in Iran’s January 2026 Internet Shutdown: Public Data, Censorship Methods, and Circumvention Techniques, a study by Giuseppe Aceto, Valerio Persico and Antonio Pescapè published on arXiv on 30 March 2026, which analyses the disruption timeline, how detectable it was to outside monitors, and how well circumvention tools actually worked. Chatham House’s January 2026 analysis reads the same events as a policy shift rather than an emergency measure — a move toward durable digital isolation. The mechanism matters for travellers: post-shutdown, blocking that used to be applied manually is now automated through deep packet inspection, which means restrictions can be re-imposed in minutes rather than hours.
What we measured ourselves: the 30 days to 26 August 2026
“The blackout ended in May” is where most coverage stops. We wanted to know what the network has been doing since, so we queried the Internet Outage Detection and Analysis (IODA) project at the Georgia Institute of Technology for country-level alerts on Iran across the 30 days ending 26 August 2026. It recorded five distinct routing disruptions:

Two honest readings of that table. First, the magnitudes are small: 1–2% of announced address space, not a national blackout. Iran’s baseline routing is stable again, and someone in Tehran in August 2026 has working mobile data most of the time. Second, the frequency is the signal. Five country-level routing alerts in a month, one of them running about sixteen hours on 15 August, is not what a settled network looks like. For comparison, the same dataset shows Georgia with four events in the same window, three of them under an hour and cosmetic.
And routing-layer stability is the ceiling on your experience, not the floor. BGP measurements cannot see application-layer filtering, DPI-based throttling, or SIAM-style per-subscriber service degradation. Your packets can be routed perfectly and your messaging app still be unreachable.
Why you cannot buy an Iranian eSIM as a visitor
Iranian operators do now issue eSIM profiles. MCI (Hamrah-e Aval) and MTN Irancell began phased rollouts from late 2025. The constraint is who they will issue to: activation is tied to an Iranian national identity number, so a foreign passport holder cannot self-provision a local eSIM. Passport-based activation for visitors has been described as being on the roadmap; as of August 2026 it is not something you can rely on when planning a trip.
What remains available to a visitor is the physical prepaid SIM, registered against your passport, sold at Imam Khomeini International Airport and at operator shops. That is a genuine option and it works. It is also the only local option, which is worth saying plainly, because a great many pages market “the best eSIM for Iran” without mentioning that no Iranian operator will sell you one.
What an international travel eSIM actually gives you in Iran
International travel eSIMs that list Iran do not operate their own Iranian network. They deliver a profile that roams onto MCI or Irancell — the same two networks. That has three consequences that no comparison table shows:
- You inherit the same filtering. Roaming onto an Iranian network means traffic traverses Iranian infrastructure and is subject to the same blocking and throttling as a local subscriber’s. An eSIM is not a circumvention tool.
- Coverage is thin and unstable, and sanctions are why. Iran-inclusive plans are far rarer than for comparable destinations, and providers add and drop the country without much notice. Check that the plan you are buying still covers Iran on the day you buy it, not on the day you bookmarked it.
- A national shutdown takes your eSIM with it. During the 2026 blackouts, roaming subscribers lost service exactly as local subscribers did. Redundancy across two providers does not help when both ride the same two networks and those networks are switched off.
If your itinerary passes through the wider region, the picture changes completely the moment you cross a border — the network economics and the entry rules in Türkiye, Qatar and the United Arab Emirates have nothing in common with Iran’s, and a regional plan that nominally includes Iran will usually be doing very little for you there.
The risk that is not about connectivity
We would be doing you a disservice by writing a connectivity guide and leaving this out. The UK Foreign, Commonwealth and Development Office advises against all travel to Iran — the strongest category it issues — in advice updated 13 August 2026. It states that “British and British-Iranian dual nationals are at significant risk of arrest, questioning or detention”, that “holding a British passport or having perceived connections to the UK can be reason enough for the Iranian authorities to detain you”, and that detention can mean “months or years of imprisonment”. The same advice notes ongoing disruption to communications across Iran with limitations on internet access.
Read that alongside how Iranian filtering is enforced. Freedom House’s Freedom on the Net assessments have for years placed Iran among the least free internet environments in the world, and the regulator’s documented capabilities include remotely degrading service on individual handsets. Circumvention software is itself restricted. Whatever you install on your phone before travelling, install it knowing that your device may be inspected and that the tools which make the internet usable there are the same tools whose presence carries risk.
If you are travelling anyway
- Assume you will be offline for stretches, and plan so that being offline is survivable. Download maps, tickets, hotel confirmations, your embassy’s contact details and a translation pack before you fly. Tell someone at home your itinerary and a check-in schedule that tolerates silence.
- Do not depend on a single connectivity path. A passport-registered local SIM plus a travel eSIM is better than either alone — not because it defeats a shutdown, but because it covers the ordinary case of one network having a bad day.
- Check the plan still covers Iran on the day you buy. Iran-inclusive coverage is added and withdrawn more often than for any comparable destination.
- Confirm your handset supports eSIM at all before you buy anything. The mechanism is the GSMA consumer remote SIM provisioning standard, and the GSMA’s device list is the authority on which models implement it.
- Take your government’s travel advice as a decision input, not a formality. Insurance is routinely void for travel against an explicit government advisory, which quietly turns a medical problem into a financial catastrophe.
