Bottom line: two things decide a connectivity plan for Israel. First, entry: since 1 January 2025 visa-exempt visitors must hold an approved ETA-IL before boarding, it costs 25 ILS, is valid two years and allows stays of up to 90 days — apply at least 72 hours ahead, and only on the official gov.il portal. Second, the networks are genuinely fast and genuinely 5G. Opensignal’s December 2025 Israel report measured Partner at 329.7 Mbps 5G download and 58.7 Mbps overall, with Cellcom top for Coverage Experience at 8.7 / 10 and Pelephone top for 5G Coverage Experience at 5.0 / 10 — roughly four times the 5G coverage score Opensignal records in Mexico. Before connectivity: the ETA-IL that gates your boarding pass
Israel introduced an Electronic Travel Authorization for visa-exempt nationals — roughly 96 countries including the EU, the United States, Canada, the United Kingdom, Australia, Japan and South Korea. Applications opened in 2024 and the requirement became mandatory on 1 January 2025. Travellers arriving without a valid visa or an approved ETA-IL are refused entry.
- Where to apply: the official portal operated by the Population and Immigration Authority, israel-entry.piba.gov.il. The Ministry of Foreign Affairs warns explicitly that the only legitimate application site ends in

- Lead time: submit at least 72 hours before departure. Approval is usually faster, but airlines check the authorization at the gate, and there is no counter fix if it has not come through.
The requirement is set out by the Israeli Ministry of Foreign Affairs and independently restated for American travellers by the US Embassy in Jerusalem. Check both against your own nationality before you book — visa-exemption lists change.
Practical consequence for connectivity: save the ETA-IL approval email as an offline PDF, alongside your onward ticket and accommodation booking. Ben Gurion’s arrival and departure screening is thorough and you may be asked to produce documents while queuing, which is exactly where mobile data is least dependable.

Three observations a traveller can act on.
- 5G here is real, not a badge. A 5G Coverage Experience of 5.0 out of 10 for Pelephone, and 3.0–3.7 for the rest, is in a different league from the 0.5–1.3 Opensignal records for Mexican operators. If you have ever been disappointed by “5G” abroad, Israel is where it will actually show up on the status bar.
- Peak speed and reach are held by different operators. Partner takes 5G download at 329.7 Mbps; Cellcom takes overall Coverage Experience at 8.7. For a trip that includes the Negev, the Galilee or the Dead Sea road, coverage matters more than peak throughput.
- Hot Mobile is the interesting outlier. Last on raw speed at 30.5 Mbps, but first on Games Experience (63.2), Voice App Experience (78.5) and Time on Network (99.5%). Those are latency and consistency metrics — which is what actually determines whether a WhatsApp call holds up.
Most international travel eSIMs for Israel roam across more than one of these networks rather than pinning to a single one, which in a country this size is generally the better outcome. If you buy locally instead, Partner and the other operators publish their prepaid and eSIM terms in English.
Device compatibility and setup
- Check the handset against the standard, not a reseller page. eSIM is the GSMA consumer remote SIM provisioning specification; the GSMA publishes the spec and the supporting-device list. The phone must also be carrier-unlocked.
- Install before you fly. Downloading a profile needs an internet connection, and installing is not the same as activating — the profile can sit dormant until you land.
